The Home Affordable Refinance Program, or HARP for short, has been around since 2009. Sometimes called the “Obama Refi”, HARP allowed for homeowners to refinance even if they had lost some or all of their homes equity. Many lenders were capped at 105% loan to value, although it was possible for the current loan servicer to go as high as 125% loan to value. But in areas where values have dropped anywhere from 30% to 50% or more, 125% loan to value as still not enough. But now, HARP 2.0 to the rescue.
