The Home Affordable Refinance Program, or HARP for short, has been around since 2009. But while previous versions of HARP have been helpful to some, for California (along with some other “sand states”), many homeowners have been left out. HARP is a government run program, widely attributed to President Obama. Sometimes called the “Obama Refi”, HARP allowed for homeowners to refinance even if they had lost some or all of their homes equity. But in previous versions there was a cap to the maximum loan to value allowed. Many lenders were capped at 105% loan to value, although it was possible for the current loan servicer to go as high as 125% loan to value. But in areas where values have dropped anywhere from 30% to 50% or more, 125% loan to value as still not enough. But now, HARP 2.0 to the rescue with Unlimited Loan to Values possible.
